The fact that Rockruff goes out at night to evolve means it likely can't just have two evos, one for during the Day and one at Night. So 4 makes sense, and again, if Rockruff gets 4, the Starters should, too. Otherwise, Rockruff's secret has a lot more in common with Oricorio than the starters.
