Plus, while a 500BST is pretty good, the fact that Scizor got no increase whatsoever, while Rhydon had a 485 and got a sizable jump to 535.
If Scizor got bumped to a 540~550 BST, then yeah it'd be an unstoppable monster regardless.
That said, Steel Wing was literally made for Scizor and on top of that, it's OU in gen2 only hindered by everyone carrying Fire moves (all of which will be Special, obviously, and 70/80 bulk is fucking pathetic)
