Arceus existed at 2006, but was released 3 years later. The only difference is that Volcanion applies to all countries as XY were the first games to have worldwide release.

R/G launched Feb 1996 in Japan and the earliest Mew was distributed in April of the same year. Seems crazy fast for back then.

Can't find exact info for R/B but the games launched in 1998 and Toys R Us gave out a Mew in 1999 at some point.
