Megas suck, and Alolan Forms just saved Pokémon.
Each gen has to have a slew of new Pokémon. But due to the additive nature of numbers, the amount of Pokémon increases too fast. If exactly 120 new Pokémon come out each Gen, then by Gen 9, there would be over 1000 Pokémon. And a lot of them would be very, very redundant.
A higher-up at the Pokémon Company knew this a while ago, and challenged Masuda to come up with a method that would re-use past Pokémon in a new way to preserve the Dex count. Obviously, he thought Megas would be the best way to do this. But Megas are stupid, and X&Y was awful. Why should there be one definitive, final powered-up version of Blastoise? And you can only have one Mega on your team at any given time. It's temporary, once you leave battle, they revert to their non-mega forms. And their designs are awful. Megas suck.
Forms are not definitive. They would have the same Dex number as their normal counterpart, yet they're their own thing. Forms can be done for any Pokémon, partially or fully evolved. Forms allow for the variety that will preserve Pokémon's legacy while keeping things exciting.
