There's one sprite I never understood what it depicts: The Cue Ball.

Is there some art showing what this actually is? Fan art or official art?

It looks like he's riding some kind of bike and we see the handlebar between his legs? Which from this perspective looks like a medieval penis holder?

When I was a kid, I thought that the white part was his dick and he put most of it into a cup that dangles there. Then again, I also thought his whip was some sort of glass tube because I couldn't make out the end of the whip on such tiny sprites.

In all seriousness though, think of the Saiyan armor in DBZ, something like that, now put a sleeveless collared shirt over it, that's what I'm pretty sure it is.

it's a jockstrap. he's got shoulder pads too. it's because he's in a biker gang. no idea why his weapon of choice is a whip though. maybe as a pokemon training thing like the cool trainers or ace trainers or whichever they were, and sabrina.

This. A codpiece seems out of place both for a biker and in a kid's game. It just looks funny because of the tiny ass sprite. They probably should have realized how funny it looked and dropped the belt buckle
