I think it was maybe gen 3 when Joe had insider info he didn't want to reveal too early. He usually gets leaks like that, but I've heard that in gen 5 he was too hasty and got in trouble with Nintendo. He's been pretty much "only official all the time" ever since, at least until the game is in hand.

When I said "they" I meant Joe and his sources, he has friends who go through the entire game's files and coding, it's how he's able to grab full maps of areas and Pokemon stats, moves, where items are etc.
