I don't understand why this figure didn't come out in 2014 when ORAS did. Instead its releasing in 2017 after Sun/Moon comes out.

Well, the Red figure next to it came in 2016 when Red has been around for 20 years. So it makes more sense to announce a May figure when ORAS is still around.

Red is for the 20th anniversary as a whole though.

This is specifically ORAS May whose only game came out in 2014, and she probably won't ever appear in another game after this.
