I like it, but it's too flawed. It does decent under Hail and Trick Room, those Blizzard's carry a punch, especially in doubles. It's Speed and typing, despite it's decent defense stats are what make the poor fellow so bottom tier.

and this isn't nearly the same thing as an 8:1 ratio where the guy is assuming the gender is the 1 part

if you MUST assume a gender, it makes sense to assume male, not female. because 8 times out of 9 you'll be right

Pokemon aren't animals. Unlike animals, Pokemon can breed outside of their own species. A 50-50 gender ratio is unnecessary when they don't need their partner to be of the same species.
