Most sensible people tend to prefer their Pokemon to fall on the 0-5 range. The legendary scale is a bit different, just replace [furry bait] with [mecha anime crossover] and for some reason people seem to be able to tolerate up to about a 7 on that scale.
Fire starters are usually firmly out of the appropriate range, and being nonsensically bi-pedal is a part of the equation.
