Mostly because some Pokemon evolved ridiculously late in the game (Rufflet, Larvesta, and Zweilous come to mind), impossible to get outside of post-game for some of them, which meant their stats didn't match up quite right to the difficulty of the game. They could have benefited by having their evolution milestone being five or ten levels lower than they were.

Rufflet's great for (most) of the game, with the only disappointing thing I've found is that it doesn't benefit from Sheer Force until the mid forties when it finally gets Crush Claw. Funnily enough its Attack is fabulous, better than I had expected, but it really lacks the bulk and speed to do anything with it. I would give it Eviolite if it weren't already occupied (but I might just say fuck it since I think Rufflet needs it more).
