The "hat" looks nothing like a witch's hat. It's clearly meant to be a mobster fedora.

it's kinda both
its evo 2 gens later opted more for a mobster theme but murkrow is a 50/50

considering karen's team was witch themed murkrow was felt more of a witch like pokemon for example

it's both, crows represent tonnes of different things in different cultures.
They're primarily known for behaving like a gang so that's the avenue they stuck to when evolving it, but the witch thing was the primary design base for Murkrow itself. It's very obvious, too.

There might been some witch influence, but it was subtle enough that they could retcon it into being a mobster instead once they decided to turn Misdreavus into a witch.

Murkrow and Honchkrow were exclusive to Diamond, and Misdreavus and Mismagius were exclusive to Pearl, and they didn't want both to be witches.
