Chansey with eviolite has strictly better resistances due to how EVs work, and the HP increase is super minor. Without EVs, they have 36 and 46 Defense respectively, and 246 and 306 Sp. Def. Assuming neutral nature.
With Eviolite, and 252 EVs, Chansey gets an extra ~95 defense, Blissey gets an extra 63 (131 defense/241 Sp def) compared to 109/369
Natures does bump this slightly towards Blissey but again, not much. And the speed stats are also negligible. (50 -> 55)
But if you want to damage anything, Blissey has 40 more Sp. Attack (35 -> 75) and Serene Grace Fire Blast is something quite amazing.
