He thinks he's a hard vigilante who sees the world how it is and for what it is and is doing it good, when he's actually paranoid, mentally insane and everyone is reasonably afraid or made uncomfortable by him. The whole point of Rorschach's character is to be disturbing and to show that hard anti-heroes like the Punisher and Wolverine are unrealistic, and people who don't get this piss Alan Moore off(which isn't hard to do, granted).
