It looks lankier and more streamlined. It's probably just more physically fit since it dances. I'm guessing it loses defense in favor of speed, and perhaps gets Dancer as an ability.

has the exact same coverage. sucker punch has horrible PP and can be predicted (opponent can just use substitute or taunt or whatever). plus shadow sneak is neutral against fighting types and doesn't activate justified. there's a reason people use hidden power ghost instead of hidden power dark, anon.

Wimpod is too cowardly, and Popplio isn't much of a threat. Yeah, it has the type advantage, but at best, it'd be an inconvience to Marowak. It can't kill or eat Marowak, which is what they mean by predators.

As if that weren't enough, why would it be advantageous to counter the rarely-seen-in-it's-habitat water types when it could instead counter it's other two weaknesses at the same fucking time

Well yeah, probably. You don't KNOW that though. But if we're going to appeal to the logic of real sea lions, then you have to admit that despite probably living on land, popplio isn't built for moving around on it. Therefore, like a real sea lion, it probably hunts in the water.

The water types also threaten the rock and ground types. I'd assume grass, water, and possibly ground/rock, are the most dominant, or at the very least the most common types. Maybe Cubone/Marowak were in the mountainous areas, threatened most by grass, and adapting to the heat.
