Everything it has is said by NPCs, and gym leaders in XY are talked about by NPCs as well, and stuff that's noy like "I prefer rock solid Pokemon!", are we really going to count that as character building? Characters aren't attributes traits, the things they like or dislike font make a character, what it tells you about them does, and Brock saying he likes rock solid Pokemon explains nothing and in pretty much every respect, mechanically, flavorfully, etc. its meaningless.
