It's pointless, it's unnecessary, it looks really unattractive, and it isnt different or unique enough from regular Raichu to be appealing, and the only design choice that sticks out is the tail.
It's like they just took Raichu and said "Hey! What if we designed this Pokemon in Gen 6 instead of Gen 1?''
This franchise needs to stop clutching at Gen 1 for dear life and start being more original. Nobody asked for this.
