Because giving a Pokemon an evolution where it's just 100 more of it makes no sense

Magneton doesn't count because it was made before abilities were a thing, and other gens can be excused too since abilities weren't really interesting until Alola

It's pretty much the Gyarados of Gen 7. It's normal form is gonna be shitmon supreme until you get it to the level, and then School Form is gonna be OU/BL

I love this because it makes shitmon and other dismissed non-evolving lines more interesting in a new way while it doesn't require another dex slot taken up by an evolution. Training shit like Qwilfish or Kecleon or other single-stage mons was less satisfying than stuff that evolved because it was just... there. Then Kalos gave us Mega Evolution, and Alola is giving us even more alternates for existing mons and new ones alike.

Gamefreak doesn't want it to be an evolution

Looks like they are actually trying to avoid Magneton syndrome

Plus, it's a two sided blade

It's only chance of being strong is this ability, which will most likely make it really strong, but at the cost of being able to be negated wth Gastro Acid and Skill Swap

It's most likely going to be Gastro Acid at the very least

Gamefreak wouldn't do this unless there was some way to negate it as an ability

Worry seed and others will also probably work since they all work with Wonder guard to suppress it
