Not bad. Better than lightningrod if you want to use another electric type with it in doubles. The second type is probably more of a blessing than a curse since it can hit an extra 100-odd dragons and grass types (as well as all the grass/poisons) for at least neutral damage without needing to carry HP ice (and for superior damage in the case of things 2x weak to ice). I hope it learns Signal Beam as well, which rounds out its SE coverage nicely if you choose to forego Fake Out.
You can also forego speed investment altogether and invest purely in bulk as a fake out/encore/x/volt tackle doubles supportmon.
This will definitely get use on mono-electric teams, if nothing else, for its unique typing, coverage, and movepool.
