It's that charm of constant blunders that gives them continuity-- a reason to keep bouncing back and wreaking havoc. It's also what appeals to the childlike audience and isn't too convoluted for parents to feel uncomfortable letting their kids play.
Pokemon are powerful, naturally, but I think a lot of people just want to see them exploited by villains for personal gain on a modest level. None of that world destruction shit.
Team Galactic had to be, in my opinion, the only halfway decent use of an over-the-top plot. It made sense in Sinnoh considering the Legendary Pokemon were benders of space and time.
That's why I'm stoked for Team Skull-- they're sort of these misguided punks that are maybe in it for reputation, to rebuild a culture that they were never warmly connected to, and most importantly likely in it for the power and riches. That speaks to me on a human level, and it's something I'm excited for. I hope they give each prominent member as much depth as they attempted to give Lysandre (although he felt very shallow in-game).
