Babies are just base forms that can't breed because of reasons, most apparent with Togepi and Riolu. However, the guaranteed 3 perfect IVs are neat.
Happiny keeps Chansey out of Little Cup, and so does Budew for Roselia.
Munchlax is great, even if slow, and it is good to have in the wild instead of having Snorlax, a Haxorus-tier Pokemon, early in the wild (come the fuck on, XY). A Lapras equivalent would be welcome.
Tyrogue has branched evolutions, and uses them in an awesome way. Best Gen II baby bar none.
Magmar and Electabuzz are Alakazam-tier Pokemon. Being evolved Pokemon is kinda fitting; makes more sense than getting evolutions. Jynx and Mr.Mime are kinda weaker, Chansey-tier, and in more need of evos than of preevos.
Mantyke would have made more sense if it wasn't in the wild in the same places as Mantine, and didn't have the exact same annoying catch rate. And where is the baby Skarmory counterpart to wall the fuck out of Little Cup?
Sudowoodo and Chimecho are weak Pokemon that could have gotten evolutions instead. Hell, they are Ponyta/Wailmer tier, and those aren't even that troublesome in Little Cup.
Pichu, Cleffa, Igglybuff and Azurill have no reason to exist, their evolved forms were already good examples of unevolved early game Pokemon.
Babies can work, as long as they are given to base stages that are comparable to evolved Pokemon, and as long as they can be found in the wild before the evolved form.
So, fuck premature Pikachu, and give me a dragonfly nymph with high attack to evolve into Yanma, a calf that depending on gender evolves into Tauros or Miltank, a small mantis so Scyther doesn't destroy little cup, and a small Lapras to find in the early game.
Oh, and Rhyhorn should have gotten a preevo in gen IV instead of Rhydon an evolution. Rhydon would have gotten a Mega and a stat boost this gen, and it would have done wonders for the power creep.
