Don't expect them to ever make the pokemon games hard. At least not for another 10 years. y then, many of the developers will likely be the original fans of the games. They'll want to put as much into the games as they always dreamed was there.

That's one of the generic villain pokemon and has the added distinction of being one of the members of team skull in PMD. Expect to see Koffings and Skuntanks for the same reasons.

I think this is the first time since Team Rocket where I've felt the usage of primarily "bad" types like Poison/Ghost/Dark really fit. Team Skull are a bunch of punks and wannabe gangstas, so of course they're going to be drawn to scary looking Pokemon with bad reputations.

I just hope some of them use Scraggy/Scrafty. Wasted opportunity otherwise.

Anyway, the grunts are designed to be shitty henchmen, you're supposed to bowl them over, otherwise they're not grunts. The protag is supposed to be a prodigy, hence him beating them.
