Ok first I'll start of with something everyone knows, the jynx conterversy. Pretty sure everyone knows since your on the Pokémon board but everyone thought that jynx was supposed to be blackface but she's actually based of Viking women and less famously ganguro fashion 1990 Japan.

Ganguro was just Japanese teenage girls tanning their skin and putting on brightly colored lipstick,hair and whatever

So what I think is rather than Plumeria being black she's just like a ganguro
