Level evolution always causes Pokemon to learn new (read: learned past the earliest point of evolution) to be learned later, but there are some Pokemon who can learn a new move that the previous form could not, like Greninja and Water Shuriken.
Sometimes even the reverse happens - a move that is exclusive to previous form. Like Trapinch won't learn Fissure anymore upon evolution.
