The bowstring being the neck-tie bits is straight up fucking dumb, exactly for the reason you see in your pic. It's go no purchase anywhere else to easily draw it taught enough for archery, and the angles are frankly woefully awkward besides.
Then there's the wing-arm itself being used as the bow-shape, and the majority of the wing and feathers just hanging there so a stiff wind would make aiming impossible. The size of the bow presented is also tiny, especially compared to the arrow size from the concept art. Not to mention the awfully awkward angles again.
You want to know the easy fix?
You have the pokemon's wing point straight ahead, and two main feathers pointing up and down. These feathers have the connection between them, that is then pulled taught for the archery. Now the angles are fine, the bow itself is substantial enough to be a shortbow, the arrow has support, and the pokemon isn't going to pull it's own hood down while trying to shoot.
