She's okay, but it tries its best not to look like a sea lion. Way too many tacked in things too, you'd think they'd take more advantage of a actual sea lion anatomy wise and make it as simple and majestic as possible if they were intending to make it elegant. (Although let's be honest, sea lions aren't exactly elegant either, more in the water and seeing her try to oppose to that is a bit of a silly idea)
I'm really not a fan of its neck too. I know it's meant to look cartoony, but that just ain't how sea lions look like.
And I love how shoehorned the starfish are in order to hide the ears. At the same time, it's a nifty idea to give it things of the ocean, but at the same time, it's really hiding a part of her design.
I guess it could have been more with far less. We already have Dewgong, but he was the simplest design that there could be regarding a sea lion.
When I saw Popplio, I thought he'd turn into, well, a really BIG sea lion that is able to show the natural bulk sea lions have, but at the same time, could look really fucking majestic under the sea, with a few design details to make it stand out from your usual Dewgong, but would still remain quite simple and well designed. Make it use normal traits and/or tricks from sea lions, like hiding its face with its fin or standing or shaking its head like a big dog that has just gotten out of a shower or lying lazily with its Popplio cub by its side.
