Either an anarchy that still manages to have a functioning capitalistic market, or a Feudalistic government where the Pokemon League controls the Gyms who control the towns. Either way police forces seem to be nearly non-existent, with policing being done almost exclusively by the Gym Leaders and vigilantes.
