If someone wins against an E4, they can take their seat in the League. Same applies to the Champion.
It's also implied that an even bigger tournament exists, one where the Regional Champions all across the world challenge each other (pretty much the same as the PWT in the games).
Nobody knows what a Pokémon Master is, since the official sources are vague and ambiguous on purpose. We don't even know if it has to do with winning tournaments, catching pokémon or just being an excellent trainer.
So even if Ash wins the Kalos League and somehow defeats the E4, Diantha and every other Champion in the World, there's absolutely no guarantee that this would give him the title of Pokémon Master.
