Gardevoir is also from the pokemon franchise which literally translates into pocket monsters and manu of the designs are based on inanimate objects or people.
Add to this that adding human features like tits makes it fan art/non-canon by default and you can see why people would classify it as not furry.
On the other side you have people whos only argument is "lel, not human" even though thats not necessarily a requirement for something to be furry.
Now I don't hate bait / wish it any harm but the posts running around here in denial should really come out for what they are.
