1. Is the most obvious thematic connection that this anon is citing:

2. This is more me making educated guesses, but in the anime it was revealed to us that a Rhydon had conditioned itself to tolerate water and taught itself how to "surf" to an island on the interior of a large lake so it could feed in privacy on all these amazing apples.
I think if the conditions are correct and push comes to shove: "Saurian" shaped Pokemon CAN learn to surf/swim in water if they HAVE to relying on their arms, legs and extremely powerful tails to carry them through the water and to support their massive weight.
