How come Charizard can learn Dragon Rage, Dragon Claw, Dragon Pulse, Dragon Tail, Dragon Rush, Dragon Dance and Outrage?

Same reason every Pokemon learns toxic without being poison type. Or every water type learns ice moves without being ice type.

He's not a Dragon Type, but there is absolutely no rule that forces a Pokémon to be both if they want to be one.
