If Rotom Dex is done WELL, it enables them to open the game world way the hell up, for a much larger degree of exploration, without Dancing Kids Railroading and the like, since the dex is always there to tell you where you're SUPPOSED to be going.
As a developer you never want the player to be unclear on what his goal is, but it can be challenging to achieve that while still allowing him to disregard it. Rotom dex is a nice in-world explanation for a gentle nagging "the narrative is this way!" voice that, in all honesty, will probably be LESS intrusive than "well you can't surf until you have the Marshfart badge, Just Fucking Because"
