Aura Sphere is poorly distributed as it would be a godsend for many special attackers that rely on Fighting coverage. Fighting is one of the best coverage types and special attackers(offensive pokemon that lack a status and abilities that neuters them) with a Focus Blast alternative would be ridiculous.

Lucario's schtick is being such a special snowflake that he uses a bunch of other Pokemons signature moves, ruining how special they are for the Pokemon they belonged to.

Extreme Speed, Bone Rush, Metal Claw, etc.

It's supposed to have shit distribution, because it's supposed a special move that only a select few Pokemon can learn. It's telling that Lucario and Togekiss were the only non-legendaries to learn it in Gen 4.

Focus Blast is the stronger, but less accurate version that other Pokemon have to settle for.
