Axolotls turn into salamanders when exposed to iodine. They lose their gills, and their tail loses its thickness

Wooper is literally supposed to be an axolotl.

Actually, Wooper is a different baby salamander. It grows up into Quagsire, a mature salamander without the gills.

Axolotls are neotenous, which means they keep infant characteristics (the gills) into adulthood. So, the closest comparison is indeed Mudkip, Marshtomp and Swampert (who all have gills).
