Personally I'd define something as definitely being a tortoise when it has the shell on top and then the slightly separate bottom half on the belly like an actual tortoise. (Blastoise, Torkoal, Carracosta, Gamera)
Torterra is somewhat tenuously a tortoise because you can see its body is just a normal dinosaur body with no shell underneath, however the defined top shell and naming convention mean it'd be retarded not to call it a tortoise.
Avalugg is not a tortoise because it has no semblance of a shell. Shuckle is not a tortoise because that's just retarded. Lapras is a plesiosaur with a shell on its back.
