But OP, turtles have great defense. They don't really need speed. Also, turtles are not known for being fast. You can post that gif of that turtle running into a pond, but most turtles are not typically fast, or at least one of the faster animals out there. Also, signature move is not really a counter.

Thematically it's very different from Counter, with laying down the trap in advance and what not.

Well, if you break the back of a turtle and make it do a super fast priority water move of course it'll be fucking fast.

I can make shuckle the fastes thing ever, all I have to do is pass +6 speed on to it and use sticky web on the opponent and no problem!

Tortoise and turtle aren't mutually exclusive terms. Tortoises are turtles just like sea turtles are turtles and terrapins are turtles.

Shell Trap is said to be an attack used before the enemy, and returns damage done by any PHYSICAL attack, and Earthquake is physical. It would be able to use it's signature move just fine, stop whining for once in your life.
