And the move Pikachu learns in that episode is Quick Attack and that meant Pikachu was faster, and then in general Raichu established itself as sluggish in the anime from there on out.

Only Pikachu caught in Alola can evolve into a Alolan Raichu, that's the purpose of the new hexagon to make sure that this pokemon come from SM. If you want a normal Raichu you have to import a Pikachu from VC RBY

no anon, that was the point. the episode was literally meant to illustrate to the viewer that games =/= anime and to never expect such. the kids at the academy learned that after getting rekt.

sincd then, the anime has been pretty consistent in its commitment to showing how the game rules don't apply
