The regional mutations for the other guys are all too d with the climate and wildlife on the island, but most Pokemon designs are actually reflections of culture. Raichu's Alolan Form present a cultural evolution where the species adopted a new past-time and became chill, dude. That's why the dex reads that no one is concerned and, like, they probably just ate some pancakes man, who knows dude?
It's to help get the new forms across as both physical and cultural mutations. Hawaii has surfing, here's a Raichu that picked it up. You get your surfing stuff in, you make Raichu better, you give the region more relaxed atmosphere with a Pokemon's design and you set a precedent for cultural, regional differences in a species.
