Stunfisk is actually based on the stargazer. It's called the stargazer because its eyes are positioned on top of its head, and it always looks upward. It buries itself to where just its eyes are peeking (much like a flatfish), and a lot of stargazers actually have a single electrical organ to shock anything that comes too close ore steps on it...just like Stunfisk!

I think the important thing is the visual design.
A key Pokemon isn't inherently an awful idea, but Klefki is so ugly and poorly executed.
