There's no reason it can't be pure coincidence, the leaks can be fake and the artist simply drew a character who happens to resemble Mallow. Mallow isn't a distinctive enough character to prove the leaks real because a girl with twintails and a flower is not an especially unique design for a Hawaiin themed Pokemon game..
