Last game I played was XY, I autistically bred a lot of pokemon, built themed teams, did a lot of online battling, hunted shinies etc. the whole thing.

I skipped ORAS. I guess I was burned out a bit.

But now that I'm looking forward to Sun and Moon I feel the itch and am considering getting ORAS (probably AS, I love Kyogre) to pass some time and maybe get a few more competitively bred pokemon ready and such.

What do you think? Would I just be burned out again before S&M?
Is ORAS as bad as I hear many people say it is?

Think XY campaign plus RS story, minus the annoying friends. If you enjoyed XY you will probably enjoy ORAS. Just don't expect much to do after Delta Episode.

People hate on it, but I think it's better than X/Y, honestly. Mechanics are slightly improved, more megas, a better paced and slightly more detailed story with a bonus episode after all while still retaining a bit more of that classic Pokémon vibe.

There's no endgame, but you'll be aware of that already. If you had fun doing stuff in X/Y, you'll have a great time.

Does the game have any features helpful for IV breeding, EV training, shiny hunting etc. in the "postgame"?

You'll have access to the DexNav, a tool that lets you essentially "pick" a pokemon in the area to hunt. By encountering more and more of the same pokemon, you have higher chances of finding one with, say, an egg move, up to three perfect IVs, or hidden ability, and it also increases the shiny rate by a fair amount.

Breeding is way better because the Battle Resort has the daycare, an easy hatch path and the IV checker all in one place. ORAS also has all the move tutors
