Rutile Ruby/Star Sapphire gives literally everyone maxed IVs, EV spreads and is balanced with the EXP Share in mind. Facing off against level 90+ Pokemon, Gym Leaders having legendaries and using comp hold items a lot earlier should be expected. Along with that you'll be doing different kinds of battles more frequently. You'll also encounter random trainers with full teams of 6 Pokemon a lot sooner.
Rising Ruby/Sinking Sapphire is the standard Drayano fare, it's challenging in the sense you can still use pretty much anything and win eventually if you overlevel but you'd be facing off against Ace Trainers and Gym Leaders who are a lot more competent in their compositions and hold items. Expect Gym Leaders to counter most Pokemon you can obtain right before them with ease. I think when I played it Wattson was the only Gym leader to not give me and my shitmons a bit of trouble but that's because I was stacking fire types at the time.
So yeah, one is geared more towards people who like competitive play(Star Sapphire/Rutile Ruby) while the other is just more challenging than the average Pokemon game. Neither of them are bad though.
