He clearly planned IchiRuki at first, but was hurried to end the manga so he went with easier variant instead. Since Orihime was already in love with Ichigo and he didn't need to developt heir feelings. Overall Ichigo and Rukia had more moments between them. And Urahara foreshadowed that they should be together but it wa sdroppedd since manga wa sbei cancelled.
