It's not hard, it just takes longer. Compare to a game without Ditto, where you'd have to restart the game over until you got a female (not practical if the pokemon is obtained 20+ hours in) or find someone who had a female. Now, that shit would be hard and require you to give up some top choice trades to get one from whoever got it.
On the other hand, it just means those who got lucky now have a monopoly on the pokemon. So, it would still be a shit way to control how hard a pokemon is to get. They should just implement a "can't breed in captivity" thing unrelated to gender ratios for such pokemon instead.
