The watered down colors that every pokemon uses makes it look way less menacing.
Also he looks extremely fucking chubby, look at the legs and everything.

Which it does in animations. It's like the Cyndaquil line, it was only ever meant to look like that when it's being active or attacking, so it only looks like that when it's using a move, not in its stand-by post.
