It doesn't need to be fixed. What needs to be fixed is Stealth Rock, but not directly.

That is to say, introduce more hazard removal/preventing options. If they can give Comfey a watered-down Prankster, for example, they can give us new Pokemon with a watered-down Magic Bounce that could be just for hazards.
