The reason Pokemon look different as time goes by is because design sensibilities and trends change over time. It's weird to not automatically know that by existing.
When I was a babby - in the early 90s - nearly every game had an aesthetic based in fantasy illustrations and that's the style in which early Pokemon's character portraits were produced (crossed with the shounen manga style, of course).
What's in now is different though. In fact, we're in an age of everything.. But simple, clean, flat are in, certain gaudy colours are in and garbage, ironic retro shit is in (like bucket hats). So that influences the designs. You'll see Pokemon stylised to have pseudo-retro fashion motifs like Crabrawler's "hair", you'll see them be round and flat and minimal. If you've seen a website designed in the past 5 years but are confused by the Pokemon designs then you're just a retard, m8. Essentially.
