I nominate this fucker right here. There's no way Electric Surge can be anything but a decent ability. Even barring doubles shenanigans, you're getting a free boost to Electric moves plus a No-Rest-Zone for all grounded Pokemon in singles. They can't sleep to heal, and more importantly YOU yourself can't be put to sleep.
