That seemed to be the only connection between Popplio and Poppmaid move wise, at least from my perspective although you could argue the infamous pink nose which everyone thought would become a clown nose (I never really thought of it merely due to the color) actually being a hint for a more fairy-looking creature (the type is associated with the color pink).

But even before the whole Ballio-Pinnister thing came along, Popplio still had that emphasis and I assumed that, like Oshawott had his shell, Popplio would use water balloons in a similar fashion and them being his trademark move, clown stuff didn't even cross my mind back then until I saw that big shit. That one artist (D.I) probably inspired himself from that, although he certainly went his way on taking advantage of all available details of the starters to come up with something that made sense concept wise while not straying too far from the first form's intentions, I think.
