You are supposed to turn off the EXP Share that is automatically turned on.
Or......... maybe Gamefreak should've balanced the game around the EXP Share??? Or even make it postgame only????????????????

They did technically, it was made to accommodate for the bulk of Pokemon within the game.

Haven't beaten cliff yet, and i went to route 9 because i thought i'd be underleveled.

If exp share worked the way it did in gen 1 it would be fine. The issue isn't that the entire party gets experience, it's that the total experience your party gets is more than tripled when it's on.

I just figured that was X/Y's gimmick, it didnt seem like Triple EXP, cause it doesn't say how much, just says "Party shared exp"

It does what the old EXP share did in that it halves the experience the fighting Pokemon gets and gives half to the one holding it... except in this case every Pokemon is holding it, so each Pokemon in your party gains the other half of the experience each.

So basically everyone gains an equal amount of experience each battle regardless of whether they fought or not.

Yes. Analysis of the E3 footage confirmed the EXP scaling.

It may still have things like Amie's bonus, all Pokemon involved in battle getting the same EXP instead of splitting it, or more EXP for having a Pokemon unevolved past its evolution level i.e. level 17 Charmander, but the level scaling itself is back
