It means that a series is designed by the writer to run for X seasons, usually 2 or 3. The final boss in envisioned by the writer is more often than not considered the pinnacle of power. Nothing is or even can be stronger.
Then it turns out to be too popular to cancel so they make more seasons... with opponents that logically must be stronger than the previous pinnacle of power since without doing so the protagonist has no challenge to overcome and the new seasons are not exciting.
In DBZ this is highly visible: Super Saiyan was the ultimate power and the only thing that could possibly defeat the emperor of the universe in Freeza. So what happens next season? Thats right, robots that utterly dwarf the power of a guy who could blow up a fucking planet by pointing at it. So the writers need to give Goku something beyond Super Saiyan... and since the DBZ writers are as lazy as their audience is gullible they just slap a number on it. Pokemon writers did the same... just called it "mega" instead of "2".
Get ready for ultra evolutions.
